-Government Street project is going ahead. Contract signed by BRgov in March. Bids go out this Summer.
-Beer Garden is moving ahead
-Square 46 slated to open in June
-Mid City Mardi Gras parade founded in Capital Heights. To be bigger and better next year!
-Councilman Cole had S Foster median curb fixed and improved to cut down on likelihood of cars hitting sign
-Working with Councilman Cole and DPW on addressing speed issues in neighborhood (restriping, moving stop signs, HAWK beacons and traffic pinches being discussed)
-Claycut Bridge to be reopened in late Summer?

New Business
-Board members / officers. Tyler Hicks and Emy Langlois nominated to serve another 2 year term. Two open seats available. All officers have agreed to continue to serve in current capacity unless interest shown from a new board member.
-Motion to drop Fall General Meeting and only have Spring meeting. Adopted.

1) Called to order
Meeting called to order at 6:15pm by Mr. Hicks at 5580 Government Street, Baton Rouge LA 70806.
2) Reports:
a) Financials:
Month end January 2017 bank account balance was $3,232.04.
b) Meetings of community organizations:
Midcity Redevelopment Authority has postponed their next meeting to March 2, 2017, at
which Frank Duke is expected to present changes to the Zoning Code and the Government
Street Overlay project.
c) Newsletter:
Next issue will be in April.
New advertisers.
Motion by Ms. Langlois to buy a small mail box for storage of extra newsletters, to be
attached to the little library box in front of the church, adopted without objection.
Newsletter will contain a “check-off” box where a new member can authorize the listing of
their name under “new members” in the newsletter.
d) Beautification and Improvement:
General discussion of potential design and materials for the pocket park under
consideration for Capital Heights at Ward Creek. The project has been approved by the
Dept of Public Works, and Councilman Cole plans to present the issue for approval at the
next Metro Council meeting.
Regarding the damage to the Jefferson Highway sign and planting beds due to a vehicular
accident, discussion was had concerning how the repairs might be made.
Mr. Hicks intends to submit the list of improvements recommended for Capital Heights
roadways in the CPEX Street Smarts Plan to city officials for the purpose of potential
inclusion in the new city budget.

Mr. Carlson requested that CHNA ask CPEX about any existing legal or best practice policies
concerning the proper side of a roadway for pedestrian traffic.
The $500 grant from Neighborworks is still available for use.
4) New Business
a) Speeding: Mr. Newsom voiced concern over vehicular speeding on Wiltz Street, and how
this might increase due to the closure of the bridge on Claycut Road. Mr. White offered to
contact the supervisor for the bridge project to communicate these concerns.
4) Ongoing Business
a) Garage sale: General discussion was had concerning the garage sale scheduled for May 20 th .
Advertising for this event needs to start immediately.
b) A decision about the use of mailers was postponed.
c) Mr. Hicks reported that there are two BR City Police officers whose regular shift includes Capital
Heights.
c) Mr. Hicks reported on the town hall meeting held by Councilman Cole recently at Grace
Episcopal Church, at which the councilman expressed his vision for the district as follows:
Reduction and prevention of blight is a priority.
There is intention to establish a city-wide monthly trash pickup.
Areas for specific emphasis: repairs to roadway curbing, “highlighting” schools, and
community policing.

Meeting called to order at 6:40 pm by Mr. Hicks at 5580 Government Street, Baton Rouge

2) Reports:
a. Financials:
Mr. Carlson reported that the month end December 2016 bank account
balance was $3,587.03. Recent major expenses included $1,876 paid under
the cooperative endeavor agreement with the Capital Heights Crime
Prevention and Improvement District
b. Attendance at meetings of community organizations:
Mid-city Redevelopment Authority: no meeting
City Center Development District: Mr. Hicks reported that the group is
considering its 2017 goals.
Greater Baton Rouge Federation of Civic Association: no report
c. Newsletter:
Discussion of articles to be included: date for April General Meeting, crime
district, membership drive, garage sales, potential article re real estate values.
There was discussion about the number of newsletters that needed to be
printed. It was decided that a bin of some sort would be attached to the Little
Library at the Ingelside Church to be a receptacle for newsletters for persons
who may want one.
d. Beautification and Improvement:
Regarding the status of a potential application to the Mid-City FixUp! Grant
program: Mr. Newsome reported that the city owns the land adjacent to the
proposed pocket park site, and that Councilman Cole is consulting with the city
on CHNA’s behalf concerning permission to use the site. It was decided that a
plan be made for a semi-permanent installation. The adjacent property owner
still needs to be consulted. Grant deadline is April.
3) New Business
a. 2017 Calendar:
April 9, 2017 for general meeting
May 20th for spring garage sale
Beautification day events, no dates yet
Membership drive, no date yet
b. Concerning the garage sale, Ms. Graffeo advised that she will be considering
coordination of the CHNA garage sale with those of adjacent neighborhoods. Mr.
Hicks moved that at least 50% of proceeds to CHNA from the spring garage sale be
donated to Youth Oasis, motion was adopted without objection.
c. Mr. Hicks advised that there is a group organizing a MidCity Mardi Gras Parade and
they have established a Facebook group.
d. Ms. Graffeo suggested a “welcome wagon” concept be explored with regard to new
neighbors. She will research this idea, based on reports of new property sales.
e. Mr. Hicks advised that there was a request for pine straw to be placed at the beds at
Ingleside Drive and that he would take care of it.
f. Mr. Hicks advised that Councilman Cole was holding a meeting to receive community input on
January 26, 2017 at the Grace Episcopal Church at 6:00 pm. Mr. Hicks will prepare a list of
concerns of the CHNA and provide that to Councilman Cole.
4) Ongoing Business
a. Membership:
Mr. Hicks will explore ways to do mailers for this purpose, which shall include
research about Shutterfly. He will report back concerning costs and other
aspects.
Mr. Hicks will add to the membership from a place for consent that the name
be included in CHNA publications.
Mr. Hicks suggested that there be a membership drive at a Bee Nice Concert,
maybe in late April, after the general meeting.
b. Rapides and Richland traffic study:
Richland had 85% of traffic within 4 mph of the speed limit, and Rapides had
85% of traffic within 2 mph of speed limit.
c. Bee Nice Concerts:
Mr. Hicks will add a calendar on the website for the eleven Bee Nice concerts
planned for 2017, and include a format where people can sign up to volunteer
for a particular day.
d. Board members: All board members agreed to continue in their roles for 2017.
e. Administrative:
Mr. Hicks will give Mr. Carlson a key to the mailbox for which he will now be
responsible.
Mr. Newsome and Mr. White have agreed to keep the website up to date
concerning members and payments.
Mr. Hicks will explore more use of the polling feature on the website.

Midcity Redevelopment Alliance meeting:
o Frank Duke presented updated Government Street Overlay District guidelines
Government St. to have its own rules separate from surrounding area
New rule: no rooftop signage allowed on commercial buildings
Quality building a must, but new rules should ease concerns of business
owners looking to move in
o Captain D’s
Development has broken ground, must follow code and permits
No Updates on Mid City Merchants or Federation of Greater Baton Rouge meetings
d) Beautification and Improvement:
Beautification date set for March 11 – general trash clean up and starting on pocket park
Mid City FixUp! Grant approved for pocket park, deadline of June/July for completion
Damaged sign at S. Foster & Claycut has been fixed

a) Claycut Bridge has been closed for bridge repair, with no major traffic problems reported
b) There are no set rules for the walking/biking paths that make sense for one way Capital Heights;
Bike BR will be asked for their opinion.
c) At the next board meeting, Denise Marcelle will bring a DOTD member to address the Government
Street Road Diet
d) Brainstorming to raise funds for CHNA
o Not sure of best way to reach residential members, discussion to be continued
o 70 membership requests have been sent to businesses by Mr. Hicks
o Board unanimously votes to spend $500 for 1000 postcard mailers to businesses (and
possibly residents)
e) Lamont Cole will hold a discussion in the near future about ways to calm traffic
o The focus will be on particular streets, starting with Rapides, rather than whole
neighborhood
f) Lamont Cole cancelled his planned Cinco De Mayo event
4) Newsletter
a) Add box for paying members whether or not to put their name in the next newsletter.
b) One resident asked to have a copy with large print; Will attempt to meet this request
c) Container for newsletter that will be attached to the Little Library at IUMC was ordered
